The MX records may be returned by the resolver in any order. Exim sorts
them into preference order. For equal preference, they are sorted
randomly.

Then Exim finds the IP address(es) for each host. If it finds more than
one address for the host, they are put in the list in a random order.

You can find (a bit) more detail by reading the comments in the source
file host.c, which is what I have just read in order to create this
reply.
