Your getting into difficult administration ...
What if more mail hubs are required? (list distribution across systems
is a pain)
What if the number of users who require a different quota increases too?

If I were you, either have a lookup for the special cases, and if they
do not exsist resort to the "usual" quota.
Or handle these quotas on the platform level, so that a system error
will be returned.
