You are right.

The Bad News is that this is a bug.

The Good News is that it is a very silly bug, and trivial to fix. I was
planning on releasing Exim 3.31 later today (to fix a different bug). I
will include the fix for this bug as well.

Meanwhile, if you can't wait, here is the patch:
