When you use the mail(1) command, no SMTP transaction occurs (usually).
Instead, /usr/lib/sendmail (or /usr/sbin/sendmail or whatever) is run to
handle the delivery.
1) Check what happens with logs when you connect manually to the SMTP
port and drop off a message.
2) Make sure you've made /path/to/sendmail a symlink to exim. If Linux
has mailwrapper from BSD, then you just edit /etc/mail/mailer.conf
instead.
