please note that "To:" and "rcpt to:" are two very distinct things,
the latter being used as the envelope sender (and is usually [i think]
extracted from From: but i'm not sure), and the former is just a plain
header transmitted in the 'data' stage.

headers_check_syntax:), you can put anything there. 'undisclosed
recipients' is put in by sendmail when she receives a mail that
doesn't have a (proper)? To: header, i think. or at least something
pretty close to that.

you still can do that no problem:
$ exim -bS
mail from: <fubar.sender@???>
rcpt to: <fubar.salesman@???>
