A stake through the heart usually works.

What exactly do you mean by kill a queue. You can certainly remove
everything on the queue with

exim -Mrm `something to get all message IDs`

Where
something to get all message IDs
could be

ls /var/spool/exim/input/*-H | sed 's/^-H$//'

or whatever. You may prefer to use exim to read the queue and combine
with awk.
