[Exim] System filter - text content

Hi

I'm trying to catch email containing specific phrases and get copies of them
forwared to me. I have system wide filter very much like

if $message_body matches "...pattern..."
then
         mail
         to pete@earth
         return message
         subject Whatever
endif

But Exim concatenates to a mailbox called 'message filter'. Eh? What's the
point of
the 'to' field then.
