I would definitely say that it hasn't been received, since we can be sure
that it hasn't reached the recipient's mailbox.

(Hitting an exim delivery and the recipient's mailbox are necessary,
*but not sufficient* conditions for me to say that the mail has been
received, as several past threads on this list will explain.)
