Exim freezes messages if it determines that there is a delivery problem
that may require postmaster intervention.
For example, if your configuration handles virtual domains, and you have a
particular domain listed in your local domains, and your server receives a
messaged addressed to a user @ that domain, but you neglected to set up an
alias file for them. Inbound messages will freeze until you decide what
you want to do with them.
In many scenarios, you can override the freeze behavior.
