There is a brand spanking almost new RFC - RFC2298 on Message Disposition
Notification. Exmh implements this nicely (probably the previous draft).

For reasons of privacy etc this *has* to be under control of the user.
Hence it must be an MUA issue and the MUA must give you the choice of
whether responses are sent.
